The City Council adopts a detailed “line-item” budget that governs the financial administration of the City. However, the practicality of this document as an analysis tool is limited as it is heavy on data and light on narrative making analysis difficult to those outside of the organization. As such, the Finance Department creates a companion Budget Narrative to provide our elected officials, citizenry, and stakeholders with a complete, clear, and understandable budget document that facilitates the transparency of our budgeting and financial processes.
